GENERAL PURPOSE:
Under general direction, plans, directs, and manages the Agency Accessible Services program; serves as the agency Americans with Disabilities (ADA) compliance officer for services and facilities; and supervises contractors needed to support on-going management of the programs . 

ESSENTIAL FUNCTIONS:

  • The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Plans, directs, coordinates, and reviews Accessible Services work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Manages the workflow and prioritization of accessibility projects and takes appropriate corrective action when necessary; provides advice and counsel on ADA issues to staff.
  • Serves as the Agency's designated Americans with Disabilities Compliance Officer for service and facility issues. Manages the Agency's Accessible Services Program including; provision of services to riders with disabilities; review of facility design for compliance with federal, state and local accessibility laws and regulations, and responding to customer and regulatory agency inquiries about the program.
  • Provides support and oversight to the Citizens Accessibility Advisory Committee (CAAC).
  • Conducts monthly facility ADA compliance inspections; submits and monitors maintenance work orders.   
  • Provides support to the department and others on ADA matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:
Bachelor's Degree in public administration, human services, transportation management or engineering and six years of increasingly responsible experience in areas including the application of the ADA in a public transportation and facility engineering and associated regulations including determining and implementing ADA service requirements; interpreting and applying the ADA Accessibility Guidelines; experience in public administration and/or transportation planning; experience working with people with disabilities, including providing accommodations; OR a combination of education and experience. 

Required Licenses or Certifications:

  • ADA Coordinator Training Certification
  • Washington State Driver's License

Required Knowledge of:

  • Extensive knowledge of ADA compliance for services and facilities including components of ADA and Section 504; knowledge of ADA Accessibility Guidelines, ANSI and IBC accessibility standards, state and local accessibility laws and codes.
  • Knowledge of principles guiding application of reasonable modifications under the ADA.
  • Transportation demand management skills relating to provision of paratransit services.
  • Federal, state, and local laws and regulations such as Americans with Disabilities Act, federal and state legislation on use of park-and-ride facilities by charter bus companies, FTA guidelines relative to use of facilities built with federal grant funding.
  • Experience working with executive management, elected officials, governmental organizations, public boards, and community organizations.
  • Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
  • Principles of team leadership
  • Principles and practices of project management.
  • Principles of business letter writing and report preparation.
  • Methods and techniques of data collection, research, and report preparation.
  • Methods and techniques of statistical and financial analysis used in the planning of accessible services.
  • Principles and applications of critical thinking and analysis.
  • Principles and practices of record keeping and records management.
  • Knowledge of public transit operations and support areas such as facilities maintenance, customer service, parking management.
  • Advanced principles and practices of program development and administration.
  • Advanced level organizational skills.
  • Advanced-level writing and editing skills.
  • Computer skills and experience, for example, MS Office, MS Project. Principles and practices of program development and administration.
  • Industry codes, standards and certifications.
  • Project management techniques and principles. .
  • Advanced principles and practices of governmental budget preparation and administration.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. 

Required Skill in:

  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Determining and implementation of reasonable modifications; transportation planning, transportation demand management.
  • Reading and understanding design documents including architectural and engineering plans.
  • Demonstrating a positive customer service orientation with both internal and external clients.
  • Strong analytical and problem solving skills.
  • Identifying and responding to sensitive community and organizational issues, concerns, and needs.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Preparing and analyzing complex data and comprehensive reports.

  • Researching, analyzing, and evaluating new service delivery methods and techniques.
  • Applying advanced project management and program development techniques and principles.
  • Working cooperatively with other departments, Agency officials, and outside agencies.
  • Developing and monitoring departmental and program/project operating budgets, costs, and schedules.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

  • Majority of work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, hazardous chemicals, infectious disease, and extreme noise when working in the field.
  • Requires working non-standard hours including evenings and weekends and occasional field work performing ADA facilities inspections and design reviews.
