ABOUT THE CENTER 
Kern Regional Center (KRC) is a private, non-profit corporation that operates under contract with California’s Department of Developmental Services. KRC is one of 21 regional centers in California serving as an entry point into the State’s developmental disabilities service system. KRC coordinates services and supports for approximately 8,500 individuals with intellectual and developmental disabilities and their families. KRC serves a large geographic area comprised of Kern, Inyo and Mono counties.  The population of the counties are reflective of a diverse racial and ethnic population of which a majority resides in Bakersfield with many smaller rural communities scattered throughout the region. 

POSITION SUMMARY  
The Executive Director, acting in the capacity of chief executive officer, is charged by the KRC Board of Directors with providing visionary and inspirational leadership as well as being responsible for the successful day to day management of all aspects of KRC’s operations.  The Executive Director works at the pleasure of Board and is subject to corporate bylaws, policies and procedures.  The Executive Director is responsible for keeping the Board of Directors informed of the status of KRC’s operations and for advising it in matters of policy.  As the face of KRC, the Executive Director shall present a strong and compassionate image to the communities served by KRC as well as at the state and national level. 

LEADERSHIP RESPONSIBILITIES  

Strategic Leadership and Vision: 

  • Provides a strong strategic vision that considers Kern Regional Center’s (KRC) strengths; identifies and addresses KRC’s weaknesses; consistently seeks and identifies newly emerging opportunities and threats while making the necessary strategic adjustments to address them.
  • Continually develops self and others within KRC professionally.
  • Establishes and maintains effective communications, teamwork and relationships with KRC team members, KRC Board members clients and their families, and the region’s vendor community.
  • Aggressively advocates for KRC and fosters commitment to the organization’s vision, mission and values. 

Strategic Planning: 

  • Initiates the creation of a Strategic Plan and ensures the plan remains current through regular updates that reflect the changing trends in the service environment for individuals with intellectual and developmental disabilities in a manner that is consistent with the Strategic Goals approved by the Board of Directors. 
  • Formulates, in cooperation with KRC teams, needed policies and strategic planning recommendations to the KRC Board of Directors and solves problems that stand in the way of the effective implementation of the Strategic Plan and the KRC mission. 

Effective Financial Management: 

  • Ensures the effective financial management of KRC including the preparation of the budgets and financial reports in cooperation with the CFO.
  • Assumes full responsibility for keeping KRC on budget and fiscally solvent
  • Ensures the financial performance of KRC is consistent with the annual budgets approved by the Board of Directors.
  • Keeps current with best practices in the field to include, but not be limited to; corporate transparency, effective whistleblower policies, innovations in service delivery, maintaining high ethical standards, etc. 

Public Image/Strategic Alliances: 

  • Effectively represent KRC in the community and, as such, is actively involved in community activities that include effective public speaking and media relations.
    Builds strong strategic alliances in support of KRC’s mission, vision, values and strategic objectives with local communities.
  • Maintains strong, effective working relationships with leaders at all levels of government and is effective in advocating for KRC's mission as well as all people with disabilities.

MANAGEMENT RESPONSIBILITIES  

Regulatory:  

  • Ensures the successful development of performance contract proposals to be submitted to the State of California.  
  • Ensures compliance with all state and federal requirements.
  • Works effectively with teams to recommend policy changes to benefits, compensation, employment, training, etc.  
  • Ensures levels of staffing that meet organizational requirements.
  • Ensures KRC meets its legal, regulatory and contractual requirements

Services and Supports:  

  • Facilitates consultation and support to professional staff regarding consumer issues, problems and advocacy that require experienced team members and/or executive level decisions pursuant to regulations.  
  • Assumes responsibility for acting on behalf of the Director of the State Department of Developmental Services as delegate conservator to the Director’s conservatees pursuant to California Welfare and Institutional statute and code.
  • Effectively collaborates with the large network of community service providers to ensure timely quality services and supports to clients and families.

  • Has an intricate, and current, working knowledge of the Lanterman Act and related statutes, codes and rules, or demonstrates an ability to quickly acquire an operational knowledge of the Act.
  • Possesses in-depth knowledge of budgets and budget management including the auditing process and how to effectively negotiate budget related issues.
  • Has a full understanding of, and is totally committed to, an organization that values and uses selfdirected teams and shared decision making throughout.
  • Has a comprehensive, in-depth understanding of future trends in services to people with intellectual and developmental disabilities at both the state and federal levels.
  • Has experience with effective strategic planning and decision making.
  • Demonstrates a willingness to be innovative and manage associated risks.
  • Demonstrates knowledge of the importance of community involvement, cultural diversity, and team building.
  • Has experience with, and possesses knowledge of, effectively working with Boards of Directors and individual Board Members.  

SKILLS AND KNOWLEDGE

  • Demonstrated skills leading a large, complex non-profit organization chartered in California state laws.
  • Demonstrated knowledge of legal and regulatory contractual requirements relative to the regional center model including a network of community service providers.  
  • Demonstrated knowledge of principles and methods of organization, management and financial management including budget development.  
  • Demonstrated knowledge of human resources laws and regulations as well as policy and procedure oversight.
  • Demonstrated knowledge of leading a large ethnically and culturally diverse, multi-disciplinary staff in accomplishing the mission.
  • Demonstrated knowledge of the interdisciplinary and team approach to plan development and service delivery. 

EDUCATION AND EXPERIENCE

  • A master’s degree or higher in a relevant field, e.g. health, human services, business or public administration, from an accredited school is preferred but not necessary.  
  • At least ten (10) years of increasingly responsible and relevant experience in higher level management or executive positions in health or disability services, a minimum of five (5) of which are in the field of intellectual and developmental disabilities.
  • Involvement in planning, policy development, program administration, staff supervision, budgetary development and fiscal control.  
  • Demonstrated involvement in a complex organization with an ethnically and culturally diverse staff and working in a fast-paced environment.
  • Experience interfacing with a board of directors and its committees.  
  • Demonstrated experience working with professionals in medicine, nursing, allied health and social work on complex and sensitive client related matters.
  • Experience working in an organization funded by state and federal funding with myriad legal, regulatory and contractual requirements.  
  • California Regional Center experience preferred but not necessary.
