Provides senior-level expertise in behavioral health and developmental disabilities as part of the Fairfax-Falls Church Community Services Board (CSB) executive and service leadership teams, to achieve the overall mission, goals and initiatives of the CSB in an integrated human services system within the county and region. Assists the executive and deputy directors with development of policies, procedures, processes and best practices in support of strategic planning, resource utilization, and service improvement and development. Actively participates in strategic planning processes and oversees the implementation and evaluation of strategic initiatives in cooperation with multiple stakeholders at the local, regional and state levels. Represents the CSB on county wide initiatives and cross agency services coordination. Under the direction of the CSB Deputy Director for Clinical Services, provides senior leadership, direction, and oversight for half the agency's clinical services comprising nearly 500 employees and budgeted expenditures of $86 million dollars. This position exercises oversight in the areas of public policy implementation, regulatory compliance, services development, utilization review and management, outcome and performance measurement, budget management, contractual services, workforce planning, and staff performance management and development. The assistant deputy directly supervises all service directors within Community Living and Treatment Supports which includes the following service areas: Adult Behavioral Health Outpatient and Case Management, Intensive Community Treatment and Discharge Planning, and Supportive Residential Services, which primarily serves individuals with behavioral health issues in the community; and the full Developmental Disabilities continuum inclusive of Support Coordination, Assisted Community Residential Services, and Employment and Day Services.

Any combination of education and experience equivalent to a master's degree from an accredited college or university in a field related to behavioral health or developmental disability services or public health administration, plus five years of increasingly responsible experience working in behavioral health or developmental disability services, to include at a community level, at least two years of supervisory responsibility over subordinate professionals and two years of administrative responsibilities involving program planning duties.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and a check with the Office of the Inspector General (OIG) to the satisfaction of the employer.
Five years or more of management experience in a community behavioral system, such as a Virginia's Community Services Board and/or a private community behavioral healthcare organization. Licensed Mental Health Professional or additional Masters in Public Administration, Public Health, or related degree. Experience managing and leading teams in a managed healthcare environment. Professional registration or certification, in fields where this is established, is preferred.
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may require lifting up to 15 lbs. All duties perform with or without reasonable accommodations.
